Spinner or no, the great majority of our teal are decoying, too. But no way could I claim my calling made much difference with most of them. Not at all like mallards in that regard.
I'm going to say its more likely a difference in location then different calling. Mallards here are difficult to call into the decoys believe it or not. Could be I just suck though.
