I think they use some of the HIP money for funding here. The KDWPT is entirely funded through license sales. No tax dollars.

You can go to the KDWPT office in Topeka and pay over the counter. That's how I do it.

Who wants to pay fees?

I have done HIP in 5 states(WA, ID, WY, CA and OR) they all have asked the numbers in the way that Tripos said. 0, 1-10 or 10+. They haven't asked exact numbers on waterfowl ever since I've been doing it. It is federally mandated to the states. The info goes to the Department of the Inferior, specifically USF&W.
Some states add their upland questions to it but, upland info is not required by the feds.

Same here, but they categorize it into brackets. 1-10, more than 10 etc. I don't see the point in lying on it. only there to help identify numbers and whether we need higher or lower bag limits.
