It's a FWP thing not a state thing. It's free and can be done over the computer. It's been enforce for the last 9 years. If you have got away with for this long ... They expire on Feb 28th like our hunting licenses only ever three years, Anyway most of us have to do it...

I bought a boat in July. Registered it and had title changed to my name but...it's six months later. I have no title or stickers for my boat and my temporary registration (piece of paper) expires Febuary 1. Illinois. ..I hope you fucking die!
