I think it's where they dump the dredge. We have "spoil islands" here in the bay, where they empty the dredgers.

Typically, it refers to an area that has been dredged.

The dredged material is referred to as spoils

Its a deep, deep area where they dump the dead hookers and snitches who got more than stitches. The decaying bodies put off a horrible odor commonly compared to rotting or spoiled meat - earning the nickname 'spoil area'.

The most common dredge used for maintaining narrow channels is what is called a side cast dredge. The material removed from the channel to maintain the controlling depth is discharged via high pressure pipes alongside the channel being maintained thus causing "spoils". Just assume a spoil is a shoal and you're good to go. After a lot of repeated dredging, the spoils will form small islands the tug and commercial captains call "cut banks"

As stated, it is the area where they deposit the dredge tailing (the stuff they dug out of the bottom of the channel). The reason it is called a spoil area is because it is usually very shallow and if you try to run your boat across it, it will "Spoil" your day and fuck your boat up.
