Yeah but what about Olympic athletes and such. You always see them with the flag draped over their shoulders.

The flag should not be used as "wearing apparel, bedding, or drapery", or for covering a speaker's desk, draping a platform, or for any decoration in general (exception for coffins). Bunting of blue, white and red stripes is available for these purposes. The blue stripe of the bunting should be on the top.[6]

I would say it's against the flag code. that said, I'd wear it if it was something like this situation.

Yes. Because it's not "the flag". It's a shirt with a picture of a flag on it.

Yep, the flag itself cannot, or should not, be used as clothing. A representative of the standard can be worn, such as patches, embroideries, or symbols. Otherwise no uniform could display the flag.
