Was reminded of this thread yesterday when our state biologist posted that Canada and the US have a 60/40 harvest agreement on black ducks stating that their respective harvests can't exceed that in either direction. IE: if we've enough hunters to kill 60% at one per day, their far fewer hunters get however much higher of a limit it takes to keep them at 40% of the total two country kill. First I'd heard of it.
