The thing is, wetlands are ALREADY protected. To a ridiculous degree. No need to pump tax dollars into something which can't be turned into a shopping mall, anyway. That's just silly. And if you were turning it into a wetland, well then it really doesn't deserve perpetual protection, either. Just an abuse of government no different than EBT cards.

Maybe where you live but I think you really don't picture the area . Around here we have "seasonal" wetlands. With all the damming and levees most of our marshes don't truely exist in its" natural state". Almost every piece of habit has to be manually flooded, every refuge, every duckclub, every reserve. Coastal, Bay delta areas of brackish marsh don't need to be flooded to the extent of Sacramento valley and the rest of the state. Virtually all fresh water marshes here is a marsh because some one either flipped a switch to a pump or opened a pipe to an irrigation ditch .... going about it that way actually makes that marsh much more productive. Working the ground and allowing moist soil plants to get established every summer. Their is much more of a proactive view in habitat management around here that most of the country realizes. Public and private property are really farming for ducks during the spring and summer.

Its not the greatest for ducks. A little out of the flyway. It has its moments late in the season that can be good. We mainly had them set it up as upland habit that can be flooded if we wish. Lots of local mallards nest there in the summer. I hunt the refuges because they are damn good.

Sounds like that around 12 years ago, you owned some ground that you put into a conservation easement and agreed not to farm the land and to keep it in a natural state so that wildlife and wild fowl and waterfowl could live and reproduce there. For entering into the agreement the state provided about $300,000 worth of work and money.........Am I pretty close so far?

12 years ago I paid taxes in California because I was a resident of the state. So, it seems to me that some of my tax dollars went to benefit you and your passion for duck hunting. (yes, some of your tax dollars too) If effect, the state paid for your private use of the land and excluded all of the other people that paid for your improvements from using the easement for hunting. (this is beginning to sound like you are a Democrat)

Now, suppose you own some rice ground and because of the set aside program (that's the program where you are guaranteed a loan value on the rice you grow if you plant only a percentage of your rice base) Can you still use your duck club acreage as set-aside against your base? If you don't have any rice ground or rice base, can you lease your club to a rice farmer so that he can use it as set aside for his rice base?

Honestly Ron. I never thought of it. I would say no if I had to guess. You can operate a duck club/game bird club and make a profit from hunting if you want. But I can't see what you mentioned be allowed...... just me guess.

Not necessarily. I almost forgot. Ducks unlimited covered alot of the cost as well. D.U and California waterfowl association are also involved. In many cases d.u and or CWA cover it completely. They work hand in hand with DFG.

Me and hundreds of other land owners. I didn't realize I was going to rattle so many cages by recommending a way you can improve your hunting property.

I also was involved in several projects using organizational monies for wetland restoration . With this funding coming
in percentages form 10 to 45 percent . The land owner was responsible for maintaining these projects with water, discing
for weed control and providing security for the nesting birds. Cattle were always and issue and management was difficult
considering as ( I heard more than once , this is a cattle ranch not a Duck Ranch ) so flexibility was limited !
The improvements to water-ways were wonderful and it greatly helped the birds as most of the easements were 10 to
25 years . I do know if these easements weren't in place the whole ranch would be in ******* nut trees in no time !

The government rep told us we could get federal and state money to replace our diesel pumps with electric pumps.
Free money , I told my buddy and the state guy , that's welfare , he got pissed , my buddy took the money.
Then they hit my friend with a I-9 for the money he got and he had to pay taxs on it.
I laughed until my sides hurt And I'm ride him to this day.
Either your with them or agansit them you can't take the cash when it benifits you and whine when a third of the population is on some kind of government assistance.
At least that's the way I see it.
And it will never allow some government agent on my property unless I'm forced to and I got to tell you boys I'm not sure I will then.
I have a nursery we grow plant stock and the county showed up and asked if we imported stock from down south.
Because they had the glassy winged sharp shooter ( a big grass hopper ) it's a bad insect no doubt.
And they wanted to trap my nursery.
Ok I'm a responsible citizen and I want to protect my neighbor even if it's the Gallos lol.
So I said set them up where ever you want.
But your employes must stop at my office and check in before they enter my property.
Well actually he says they don't have to do that, the law requires you to give us entrance.
I would give you entrance with or with out the law I told him it's the right thing to do.
But either they check in or they don't get in.
So he gets indignant with me, and I told him , hey pal there's still such a thing as private property and your standing on it.
So he checks in or I'll see you in court forunately for me he backed down.
But my point is and you can laugh all you want we are giving up our rights , selling our rights , mortgaging our rights away daily
And our government looks more and more like the third riech it's no joke.
You have SS troops in the IRS and now in BLM it's out of hand.
