Hey. I can see your point jim. If it matters any I was only a kid when we did that work. It has its benefits and drawbacks. All I saw being 17 or 18 years old was the potential of the project.
Who really runs the prison? The inmates or the guards?

Hell I can almost guarantee some of your honker bands came from a farm pond with state funded man made goose nests that are maintained by a government official on a private ranch some where.

That's a local chapter issue right there. Most projects around here go through our state leadership. D.U and CWA have a team of people that deal with this. All they do is restore land.

I'm gonna go take a nap. I have a busy night of drinking at my buddy's million dollar duck club he manages. We'll sit on the the back balcony of the 7000 square foot club house admiring the thousand of acres of government enhanced marsh.

Here's another thing, since you mentioned honkers. I don't even really believe that the "habitat" issue is that big of a deal, particularly for honkers and mallards. Other ducks, perhaps, although their required nesting habitat seems to be fairly well out of most of America. There are more geese than ever, and they are living/nesting in golf courses, subdivisions, sewage treatment ponds, and so on. They don't require some fancy well maintained "nesting habitat". They'll do just fine everydamnwhere. Same for mallards. So any "state funded man made goose nests" are not only a waste of time, but a waste of resources, also.

And DU is a racket for DU's sake. I lump them right in there with the Nature Conservancy for appropriating land for their own purposes, which very, very rarely involves public hunting opportunities. Last year they took somewhere north of $80 MILLION dollars in tax money from the government, and that's bullshit. I don't pay taxes to have it funneled to DU. Their CEO gets, what, a half million dollar a year salary? Yeah, they're "for the duck hunter". Again, to each their own, but I just don't see the justification for spending government dollars on a bird. If folks want to donate time and money to private organizations, more power to them.
