Does it run/start if you put fuel down the carb throat? Have you pulled a spark plug after several attempts to start with choke fully engaged? Just trying to establish whether you are actually getting fuel to the cylinders first.
Two strokes have a seal at the lower end. If it goes bad, than there is no vacuum to work the fuel pump diaphragm. Of course, that only applies if the fuel pump is attached to the motor and not electric and separate.

I think you still have a plugged carb, you need to get in there and ream out the passages. All the parts you need are on a John Deere diesel gator by the way

Let me know if you ever find any gloves. I'm gonna try those PVC dishwasher gloves this next season. Gonna wear jersey gloves then out those over for setup/pickup.
